For a model the best method would be to get a plan view and profile from a broshure etc. and adjust the size[on Zerox] to the end product[keeping both views the same size]. Shape the model out of basswood or foam matching dimensions[proportion]from the views. Usually boats are layed out from half hulls[or the dimensions therein selected at various cross sections]. I believe CAD, in itself, would be no help without,"probably" specific software, something like Viking would use which I doubt would be "over the counter", or in a high school, Turbo Tax type software. The 31 is somewhat unique in the fact that there is only one surface[wire access to bridge] that I can think of that is a flat plane, every other surface has three dimensions. good luck.
