I assume you have a MPI. I have a Merc MPI so double check with you service manual for specs and procedures on the MP engine. There should be a schrader valve on the fuel rail. First check to make sure you are not sucking air by checking that no air comes out as you momentarily open schrader valve (use rag to catch any fuel). Check the fuel rail pressure. Use a fuel injection pressure guage. My Mercruiser MPI is speced at 24 lbs. You can tell if you are sucking air or fuel delivery problem (fuel pump, filter) by monitoring pressure while you recreate the problem. Also check fuel vacuum at fuel filter. This can tell you if there is a restriction in the input side. Mine is speced at 2 in/Hg max. The voltage from the TPS on the throttle body can be checked with a voltmeter to make sure it increases linearily as you open the throttle and had no flat spots. Mine goes from 0-5V, I think.
You may be throwing codes so a code reader may be in order.
