There must be some stray current somewgere in the loop, if only galvanic action alone is at work, the less noble metal (the aluminum) would dissolve first way before the steel.

I bet the Aluminum is bonded to the rest of the metal on the boat and at the same potential, if the SS is higher or lower potential you have current flow.

You need a micro-voltmeter and check the potential of the various metals, I suspect a bonding problem.
