Greg,
As a firearms instructor myself, I think your statement is one of the best I ever heard on the danger of PAVA (capsaicin II) pepper powder less lethal guns and the false sense that these weapons are safe to use.
That is why a lot of departments won't use them.
Crowd control is a specialized training that most departments lack.
