Zinc savers or as they are known now, galvanic isolators are used to maintain the connection between the AC ground and bonding system for safety but breaks the galvanic connection between your boat and dock and other boats that share the same green AC ground.
It allows your zinc to protect your boat and not the dock or someone else's boat.

It does not prevent bad wiring on the protected boat from causing problems though.
