Engine Glitch Question

350 cid Marine Power in a B28....port engine...when throttling up slow and steady, rpm's drop suddenly when they hit around 2400, back to around 1500, and stay there. Throttle down from there and it idles at 900-1000, rather than the usual 6-650. Throttle up quickly and it will go right through the curve up to 4000+, with no drop-back at 2400 or anywhere else.

Would appreciate some "look fors".
