Yes, you can test it. Get a good digital VOM and put it on the AC volts low scale. Test between the shaft and boat ground and see what you get, write it down. Then switch the VOM to DC volts, low scale, and write it down. Stray currents are mosly AC, but can act like DC on a VOM. Then unplug your shore power and test again, write it down. Then if you are in the proximity of another boat(s), move the boat to an area away from others, and test it again. The readingS will give you the answer.
